The American Society for Electrical and Electronics Engineers (“ASEEE”) is committed to handling complaints and appeals fairly, promptly, and impartially. This policy explains how candidates, certificate holders, employers, training centers, and members of the public can raise a concern or appeal a decision, and what they can expect from us.
Definitions
- Complaint: an expression of dissatisfaction about ASEEE services, an approved training center, an instructor or assessor, the conduct of a certificate holder, or the use of an ASEEE certificate.
- Appeal: a request to reconsider a decision made by ASEEE or on its behalf, such as an assessment outcome, a certification decision, a suspension or revocation, or a training center approval decision.
Principles
- Accessibility. The process is free to use and available to anyone.
- Impartiality. Complaints and appeals are reviewed by people who were not involved in the matter.
- Confidentiality. Information is shared only with those who need it to resolve the matter, or as required by law.
- Timeliness. We acknowledge submissions promptly and keep parties informed.
- Non-retaliation. No one will be disadvantaged for raising a concern in good faith.
Raising a Complaint
Step 1: Informal resolution
Many concerns about program delivery can be resolved quickly by speaking directly with the training center involved. We encourage you to try this first where appropriate. If you are not comfortable doing so, or the concern is serious, you may contact ASEEE directly.
Step 2: Formal complaint
To submit a formal complaint, email [email protected] with the subject line “Complaint” and include:
- Your name and contact details
- The training center, program, certificate ID, or person concerned, if applicable
- A clear description of the issue, including dates and relevant facts
- Any supporting evidence
- The outcome you are seeking
Anonymous complaints will be reviewed, but our ability to investigate and respond may be limited.
Step 3: Review and response
We will acknowledge your complaint, assess it, and, where appropriate, investigate. We may contact other parties for information. When the review is complete, we will inform you of the outcome and any actions taken, within the limits of confidentiality.
Submitting an Appeal
Appeals should be submitted in writing to [email protected] with the subject line “Appeal” within 30 days of the date you were notified of the decision. Please include:
- Your name, contact details, and certificate ID or candidate reference
- The decision you are appealing and the date you were notified
- The grounds for your appeal
- Any supporting evidence
Grounds for appeal
Appeals may be made on grounds such as:
- The published procedures or criteria were not followed
- The assessment was affected by an irregularity or by circumstances not taken into account
- New evidence is available that could reasonably change the decision
- The decision was not supported by the evidence
Disagreement with assessment criteria themselves is not a ground for appeal, but feedback on criteria is welcome and will be considered in program reviews.
Appeal review
Appeals are reviewed by one or more individuals who were not involved in the original decision and who have no conflict of interest. The reviewer may uphold, modify, or overturn the decision, or require reassessment. You will be informed of the outcome and the reasons for it in writing. The decision of the appeal review is final within ASEEE’s process.
While a Matter Is Under Review
Submitting a complaint or appeal does not automatically change the status of a decision. For example, a suspended certificate remains suspended during an appeal unless ASEEE decides otherwise.
Records and Continuous Improvement
ASEEE keeps records of complaints and appeals, their handling, and their outcomes. We review this information periodically to identify trends and improve our programs, training center oversight, and services.
